.SYNOPSIS...Tropical Depression Isaac 1006 mb is centered south
of Puerto Rico near 15.0N 65.5W at 5 AM EDT, moving W at 13 kt. 
Maximum sustained winds are 30 kt with gusts to 40 kt. Isaac will
move westward across the Caribbean and continue to weaken this
weekend. Highest winds and seas will be north of the low center.
