.SYNOPSIS...Strong high pres over the central Atlc will weaken 
around mid week. Moderate to fresh east to southeast winds over 
the Atlantic waters will diminish to moderate winds Wed. Fresh
east winds will continue across the Caribbean waters through Sat
night. An upper-level trough over the central Caribbean will 
dissipate by tonight and allow scattered showers and isolated 
thunderstorms over portions of the NE Caribbean to diminish.
