.SYNOPSIS...Tropical Storm Harvey near 13.9N 68.1W at 1500 UTC
will continue to move westward across the Caribbean Sea, passing
well S of the area through tonight. This will result in 
hazardous seas across the Caribbean waters and local passages. 
Hazardous seas will continue to prevail across the Atlantic 
waters through Monday as a strong tropical wave ENE of the 
Leeward Islands moves by to the N of the area.
