.SYNOPSIS...Tropical Storm Harvey near 13.1N 61.3W moving W at 
18 kt at 1500 UTC will move across the Windward Islands this 
morning and through the eastern and central Caribbean tonight 
through Sun, passing S of the local area, but bringing strong
winds and seas to the local Caribbean waters and passages. A 
tropical low currently across the central Atlc will pass just N 
of the local area late Sat through Sun.
