.SYNOPSIS...A tropical wave across Hispaniola will move W and
exit the region tonight, accompanied by fresh SE winds, and
gradually improving weather. Newly formed Tropical Storm Harvey near
13.1N 55.8W moving W at 16 kt at 2100 UTC will move across the
Windward Islands Fri and through the southern Caribbean Fri night
through Sun, passing well S of the local area, but bringing 
strong winds and seas to the local Caribbean waters. Another
tropical low currently across the central Atlc will pass just N
of the local area Late Sat through Sun.
