EDT, and is moving NW at 3 kt. Maximum sustained winds are 45 kt
with gusts to 55 kt, and the minimum central pressure is 1002 mb.
Franklin will move to Hispaniola on Wed, and N of Hispaniola Wed 
night, reaching near 23N68W Thu, and near 24N64W Fri night while 
strengthening to a hurricane. Franklin will remain well E of the
area with no direct impacts.
