.SYNOPSIS...Tropical Storm Franklin is near 14.5N 70.2W at 11 PM
EDT, and is moving NNW at 4 kt. Maximum sustained winds are 45 kt
with gusts to 55 kt, and the minimum central pressure is 1002 mb.
Franklin will move N across Hispaniola Wed, then move NNE to near
26N66W by Sat eve. Franklin will remain well east of this area
with no direct impacts.
