.SYNOPSIS...Tropical Storm Franklin is over the Caribbean Sea
near 14.3N 70.1W at 5 PM EDT, and is moving west at 4 kt.
Maximum sustained winds are 45 kt with gusts to 55 kt, and the
minimum central pressure is 1002 mb. Franklin will move to near 
14.3N 70.9W late tonight, to near 15.3N 71.3W Tue afternoon, to 
near 17.2N 71.2W late Tue night with maximum sustained winds 55 kt
gusts 65 kt, and move inland the Dominican Republic near 19.1N 
70.8W Wed afternoon with maximum sustained winds 40 kt gusts 50 
kt. Franklin will then move back over water near 20.6N 70.3W late 
Wed night with maximum sustained winds 45 kt gusts 55 kt reach 
near 22.2N 68.7W Thu afternoon with maximum sustained winds 50 kt 
gusts 60 kt. Franklin will change little in intensity as it moves 
to near 23.6N 66.0W Fri afternoon, then to near 28.5N 65.9W Sat 
afternoon with maximum sustained winds 70 kt gusts 85 kt. Fresh to
strong trade winds will pulse off Hispaniola and the Windward 
Passage tonight and again Tue night.
