.SYNOPSIS...Tropical Depression Twenty-Eight is near 18.9N 83.1W
1004 mb at 11 PM EDT drifting N. Maximum sustained winds 30 kt
gusts 40 kt. Twenty-Eight will strengthen to a tropical storm
near 19.2N 83.3W Sun morning, move to 20.0N 83.7W Sun evening,
20.7N 84.9W Mon morning, and 21.7N 86.6W Mon evening. Tropical
Storm Twenty-Eight will strengthen to a hurricane near 23.2N
88.6W Tue morning, and be near 25.4N 90.3W Tue evening.
