.SYNOPSIS...High pressure centered over the NE Gulf will allow
for generally light to gentle winds across the area through Thu.
Stronger winds are expected in the eastern Bay of Campeche and
near the Yucatan peninsula at night due to local effects.

except for winds pulsing to strong speeds at night south of 21N 
between 71W and 74W including the approach to the Windward 
Passage through Tue.
