Tropical Storm Harvey is over the northwest Gulf waters. At 29/1500 UTC, located near 28.4N 94.3W, moving NNE or 25 degrees at 4 kt. Estimated minimum central pressure is 997 mb. Maximum sustained winds are 40 kt with gusts to 50 kt. Outside the influence of Harvey, recent scatterometer data along with ship and buoy observations depict gentle to moderate winds over the eastern Gulf, and light to gentle winds over the southwest Gulf. Seas are in the 3-5 ft range over the eastern Gulf, and 1-3 ft over the southwest Gulf. Harvey is forecast to move to a position inland near 29.8N 93.4W Wednesday morning, with winds and seas gradually diminishing across the NW and N-central Gulf waters late Wed into Thursday. Winds will pulse fresh to locally strong trade winds off the coast of northwest Venezuela and northeast Colombia each night. Moderate to fresh winds are expected across the Gulf of Honduras at night through the forecast period. A surface trough, extending from Potential Tropical Cyclone Ten, prevails over the northwest waters, while a ridge of high pressure prevails along 27/28N.
