Tropical Storm Harvey is inland over Texas near 28.7N 96.4W at 28/0600 UTC, moving ESE or 120 degrees at 02 kt. Estimated minimum central pressure is 999 mb. Maximum sustained winds are 35 kt with gusts to 45 kt. Tropical storm force winds are within 120 nm NE quadrant, 60 nm SE quadrant, 30 nm SW quadrant, and 60 nm NW quadrant. The most recent scatterometer pass indicates southerly winds of 20-30 kt over the Gulf waters N of 26N between 91W-95W. Altimeter data and buoy observations are showing seas to 9 ft over the coastal waters near the middle Texas coast. The center of Harvey is forecast to move off the middle Texas coast today and meander just offshore through Tuesday. Some slight restrengthening is possible after the center moves off the coast late today and Tuesday, and Harvey is forecast to remain as a tropical storm during the next 72 hours. The proximity of Harvey to the coast will produce fresh to strong southerly winds north of 26N and west of 92W-93W through mid-week. These winds will support seas from 12 to 16 through Wednesday. A disturbance (potential tropical cyclone) continues to meander off the SE U.S. coast. A 1007 mb low pressure is analyzed near 30N81W at 28/0600 UTC. A trough extends from the low center across Florida, crossing near the Tampa Bay area into the NE Gulf. This trough will persist today over the NE Gulf. Moderate to locally fresh northerly winds are expected N of the trough with gentle to moderate SW to W winds S of the trough axis. ...CARIBBEAN SEA AND TROPICAL N ATLANTIC FROM 07N TO 19N BETWEEN 55W AND 64W... Scatterometer and surface data provided observations of moderate to fresh winds across the south-central Caribbean and over the Gulf of Honduras while gentle to moderate winds prevail elsewhere. The ridge to the north of the basin is weakening as a low pressure (potential tropical cyclone) meanders just off the coast of NE Florida. Expect increasing trade winds off the coast of northwest Venezuela and northeast Colombia Tuesday night into Wednesday as the ridge N of area restrengthens. At that time, marine guidance suggests winds of 20-25 kt and building seas to 8 ft. These marine conditions will persist the remainder of the forecast period. Moderate to fresh winds are expected across the Gulf of Honduras at night through Tuesday night, and then again Friday night. ...SW N ATLANTIC INCLUDING THE BAHAMAS... A disturbance (potential tropical cyclone) continues to meander off the SE U.S. coast. A 1007 mb low pressure is analyzed near 30N81W at 28/0600 UTC. Scatterometer data indicates fresh to strong winds around the low center, and mainly N of 28N W of 77W. A trough extends from the low center across Florida, crossing near the Tampa Bay area into the NE Gulf. This system is currently stationary. A slow and erratic motion is forecast through this afternoon, followed by a faster northeastward motion tonight and Tuesday. On the forecast track, the system will move near the Georgia and South Carolina coasts today and move along the North Carolina coast tonight and Tuesday. This system is expected to become a tropical storm later today, and is forecast to become post-tropical on Tuesday. Fresh to strong southerly winds are expected today over the NW waters. These marine conditions could reach the north-central waters early on Tuesday. As the potential tropical cyclone moves away from the area, the ridge will build back across the forecast waters.
