DISCUSSION AND 48-HOUR OUTLOOK

At 800 PM PDT (0300 UTC), the center of Tropical Storm Howard was
located near latitude 20.1 North, longitude 131.3 West.  Howard is
moving toward the west-northwest near 15 mph (24 km/h).  The
cyclone should turn toward the west at about the same rate of
forward speed by Thursday.

Maximum sustained winds are near 50 mph (85 km/h) with higher gusts.
Some weakening is forecast during the next 48 hours, and the
system may become a post-tropical cyclone by Thursday

Tropical-storm-force winds extend outward up to 105 miles (165 km)
from the center.

The estimated minimum central pressure is 1003 mb (29.62 inches).
