DISCUSSION AND 48-HOUR OUTLOOK

At 800 PM PDT (0300 UTC), the center of Hurricane Celia was located
near latitude 18.0 North, longitude 130.3 West.  Celia is moving
toward the northwest near 12 mph (19 km/h) and a northwestward to
west-northwestward motion is expected over the next 48 hours.

Maximum sustained winds have decreased to near 75 mph (120 km/h)
with higher gusts.  Continued weakening is forecast during the next
48 hours, and Celia is likely to become a tropical storm on
Wednesday.

Hurricane-force winds extend outward up to 30 miles (45 km) from the
center and tropical-storm-force winds extend outward up to 140 miles
(220 km).

The estimated minimum central pressure is 986 mb (29.12 inches).
