DISCUSSION AND 48-HOUR OUTLOOK

At 800 AM PDT (1500 UTC), the center of Tropical Storm Celia was
located near latitude 14.4 North, longitude 117.2 West. Celia is
moving toward the west near 15 mph (24 km/h) and this motion is
expected to continue with a decrease in forward speed during the
next couple of days.

Maximum sustained winds have increased to near 60 mph (95 km/h) with
higher gusts.  Additional strengthening is forecast during the next
48 hours, and Celia could become a hurricane tonight or Sunday.

Tropical-storm-force winds extend outward up to 80 miles (130 km)
from the center.

The estimated minimum central pressure is 997 mb (29.44 inches).
