DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 500 AM EDT (0900 UTC), the center of Tropical Storm Julia was located near latitude 31.1 North, longitude 76.4 West. Julia is moving toward the southeast near 5 mph (7 km/h). A slow and erratic motion offshore of the coast of South Carolina is expected during the next couple of days. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Little change in strength is forecast today, but gradual weakening is anticipated after that time. Tropical-storm-force winds extend outward up to 70 miles (110 km) from the center. The estimated minimum central pressure is 1008 mb (29.77 inches).
