SUMMARY OF WATCHES AND WARNINGS IN EFFECT:

A Tropical Storm Watch is in effect for...
* The coast of North Carolina from Cape Lookout to Oregon Inlet

A Tropical Storm Watch means that tropical storm conditions are
possible within the watch area, generally within 48 hours.

Interests elsewhere along the Outer Banks of North Carolina should
monitor the progress of the depression.  Additional watches or
warnings may be required later today.

For storm information specific to your area, including possible
inland watches and warnings, please monitor products issued by your
local National Weather Service forecast office.


DISCUSSION AND 48-HOUR OUTLOOK

At 500 AM EDT (0900 UTC), the center of Tropical Depression Eight
was located near latitude 32.6 North, longitude 73.0 West. The
depression is moving toward the west-northwest near 10 mph (17
km/h).  A turn toward the northwest and a slower forward speed are
expected later today, with a turn toward the north forecast on
Tuesday or Tuesday night.  On the forecast track, the center of the
depression will be near the Outer Banks of North Carolina late
Tuesday or Tuesday night.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.
Slow strengthening is forecast during the next 48 hours, and the
depression is expected to become a tropical storm by tonight.

The estimated minimum central pressure is 1010 mb (29.83 inches).


HAZARDS AFFECTING LAND

WIND:  Tropical storm conditions are possible within the watch
area by Tuesday afternoon.

RAINFALL...The depression is expected to produce total rain
accumulations of 1 to 3 inches with isolated maximum amounts of 5
inches over far eastern North Carolina, including the Outer Banks.
