ZCZC MIATCDEP3 ALL TTAA00 KNHC DDHHMM TROPICAL DEPRESSION LOWELL DISCUSSION NUMBER 21 NWS TPC/NATIONAL HURRICANE CENTER MIAMI FL EP132008 800 PM PDT THU SEP 11 2008 SATELLITE IMAGES INDICATE THAT THE LOW-LEVEL CIRCULATION OF LOWELL HAS BECOME SO STRETCHED AND POORLY-DEFINED THAT IT NO LONGER MEETS THE DEFINITION OF A TROPICAL CYCLONE. THE ONLY THREAT WITH LOWELL IS LOCALLY HEAVY RAINFALL OVER PORTIONS OF NORTHWESTERN MEXICO. THIS IS THE LAST ADVISORY ON THIS SYSTEM.
