SOUTH-SOUTHWEST OF CAPE RACE NEWFOUNDLAND.
 
ISAAC IS MOVING TOWARD THE NORTH NEAR 17 MPH...27 KM/HR.  A TURN
TOWARD THE NORTH-NORTHEAST WITH AN INCREASE IN FORWARD SPEED IS
EXPECTED DURING THE NEXT 24 HOURS.
