FRANKLIN IS MOVING TOWARD THE NORTHEAST NEAR 22 MPH... 35 KM/HR.  A
CONTINUED NORTHEASTWARD MOTION WITH A GRADUAL INCREASE IN FORWARD
SPEED ARE EXPECTED DURING THE NEXT 24 HOURS.  ON THIS TRACK... THE
