SUBJECT:   NEW PRODUCTS AND NEW FORMAT FOR TROPICAL CYCLONE HIGH 
           DENSITY OBSERVATION DATA FROM NATIONAL OCEANIC AND 
           ATMOSPHERIC ADMINISTRATION /NOAA/ P-3 AIRCRAFT:     
           EFFECTIVE ON JUNE 1 2007 

AN ENHANCED CAPABILITY OFFERED BY ALL P-3 SURVEILLANCE AIRCRAFT 
FOR THE 2007 HURRICANE SEASON WILL BE THE COLLECTION AND 
TRANSMISSION OF HIGH DENSITY/HIGH ACCURACY DATA COLLECTIVELY 
REFERRED TO AS HIGH DENSITY OBSERVATIONS /HDOB/.

IN 2006 SURVEILLANCE DATA AVAILABLE FROM NOAA P-3 AIRCRAFT WAS 
PROVIDED UNDER WMO HEADERS URNT40 KWBC AND URPN40 KWBC FOR THE 
ATLANTIC BASIN AND THE PACIFIC HURRICANE BASINS RESPECTIVELY.  
TRANSMISSION OF DATA USING THESE WMO HEADERS WILL BE DISCONTINUED 
EFFECTIVE JUNE 1 2007.  

EFFECTIVE JUNE 1 2007...NOAA WILL BEGIN ISSUANCE OF THREE NEW 
PRODUCTS FOR THE TRANSMISSION OF HDOB. USERS WHO WISH TO 
CONTINUE RECEIVING THIS DATA WILL NEED TO MAKE THE FOLLOWING 
CHANGES IN THEIR WMO COMMUNICATIONS DATABASES:

BASIN                           WMO HEADING/ACTION

ATLANTIC                        URNT15 KWBC/ADD
EASTERN AND CENTRAL PACIFIC     URPN15 KWBC/ADD
WESTERN PACIFIC                 URPA15 KWBC/ADD  

THESE NEW PRODUCTS WILL BE PROVIDED ON THE FOS...EMERGENCY 
MANAGERS WEATHER INFORMATION NETWORK /EMWIN/...NOAAPORT...AND 
NOAA WEATHER WIRE SERVICE /NWWS/.

IN ADDITION TO THE COMMENCEMENT OF NEW PRODUCT HEADERS...THERE 
WILL BE A CHANGE IN THE HDOB MESSAGE FORMAT.

HDOB MESSAGE FORMATS ARE PROVIDED IN NATIONAL HURRICANE 
OPERATIONS PLAN /NHOP/ APPENDIX G. THE 2006 NHOP...ALONG WITH THE 
2006 HDOB MESSAGE FORMAT...IS CURRENTLY PROVIDED ONLINE AT /USE 
LOWER CASE LETTERS/:

     HTTP://WWW.OFCM.GOV/NHOP

THE 2007 NHOP WILL BE POSTED ONLINE BY JUNE 1 2007...ALONG WITH 
THE 2007 NEW HDOB MESSAGE FORMAT.
