SUBJECT:    CHANGE IN TIME FORMAT USED IN THE TROPICAL CYCLONE 
            FORECAST/ADVISORY /TCM/ AND THE AVIATION TROPICAL 
            CYCLONE ADVISORY /TCA/ PRODUCTS EFFECTIVE JUNE 29 2006 

EFFECTIVE JUNE 29 2006 AT 1400 COORDINATED UNIVERSAL TIME 
/UTC/...THE TIME FORMAT IN THE ISSUANCE DATE/TIME LINE OF THE TCM 
AND TCA MASS NEWS DISSEMINATOR /MND/ HEADER BLOCKS CHANGES FROM 
USING THE COORDINATED UNIVERSAL TIME /Z/ ABBREVIATION TO THE 
/UTC/ ABBREVIATION.  EXAMPLES OF THE OLD AND NEW PRODUCTS ARE 
BELOW.

THE NORMAL 75 DAY NOTIFICATION PERIOD ASSOCIATED WITH SERVICE 
CHANGE NOTICES INTRODUCING MINOR CHANGES TO PRODUCT FORMAT WAS 
WAIVED. SOFTWARE MODIFICATIONS WERE DELAYED AND PUSHING THE 
EFFECTIVE DATE TO AUGUST MOVES THE CHANGE TO THE MOST ACTIVE PART 
OF THE HURRICANE SEASON.

NOTE...THERE ARE NO CHANGES TO WMO HEADINGS OR AWIPS IDENTIFIERS 
AND NO ACTIONS ARE REQUIRED FOR CONTINUED RECEIPT OF THESE 
PRODUCTS. 

IF THERE IS AN ACTIVE STORM AT 1400 UTC ON JUNE 29 2006 IN THE 
ATLANTIC...EASTERN PACIFIC...OR CENTRAL PACIFIC HURRICANE 
BASINS...THE CHANGE WILL BE DELAYED BY INCREMENTS OF 24 HOURS 
UNTIL A TIME WHEN THERE ARE NO ACTIVE STORMS.  FOR EXAMPLE...IF 
PRODUCTS ARE BEING ISSUED ON TROPICAL STORM ALBERTO... THE CHANGE 
TO THE TCM AND TCA WOULD BE DELAYED UNTIL AT LEAST 1400 UTC JUNE 
30 2006...AND DELAYED FURTHER IF ALBERTO REMAINED ACTIVE.
