DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 PM PDT (2100 UTC), the center of Tropical Depression Fifteen-E was located near latitude 15.6 North, longitude 123.3 West. The depression is moving toward the west near 5 mph (7 km/h). A slow westward to west-northwestward motion is expected through early Friday, followed by a turn toward the west-southwest Friday night and Saturday. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. No change in strength is expected through tonight, but the depression could become a tropical storm late Friday or Saturday.
