DISCUSSION AND OUTLOOK ---------------------- At 200 PM PDT (2100 UTC), the center of Tropical Storm Howard was located near latitude 23.9 North, longitude 121.3 West. Howard is moving toward the west-northwest near 12 mph (19 km/h). A gradual turn toward the west with a slight decrease in forward speed is expected during the next couple of days. Maximum sustained winds have decreased to near 50 mph (85 km/h) with higher gusts. Howard is forecast to continue weakening and will likely become a post-tropical cyclone tonight. Tropical-storm-force winds extend outward up to 60 miles (95 km) from the center. The estimated minimum central pressure is 1004 mb (29.65 inches). HAZARDS AFFECTING LAND ---------------------- None.
