DISCUSSION AND OUTLOOK ---------------------- At 200 AM PDT (0900 UTC), the center of Hurricane Howard was located near latitude 21.6 North, longitude 116.1 West. Howard is moving toward the northwest near 12 mph (19 km/h). A west-northwest to northwest motion is expected during the next couple of days. Maximum sustained winds are near 80 mph (130 km/h) with higher gusts. Weakening is expected to begin later today and continue during the next couple of days. Howard is forecast to weaken to a tropical storm tonight, and become post-tropical on Wednesday night or early Thursday. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 60 miles (95 km).
