DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 800 AM PDT (1500 UTC), the center of Tropical Storm Howard was located near latitude 21.1 North, longitude 133.8 West. Howard is moving toward the west-northwest near 14 mph (22 km/h). This motion should continue today, with a turn toward the west expected on Thursday. Maximum sustained winds have decreased to near 40 mph (65 km/h) with higher gusts. Additional weakening is likely, and Howard is expected to become a remnant low later today. Tropical-storm-force winds extend outward up to 80 miles (130 km) from the center. The estimated minimum central pressure is 1006 mb (29.71 inches).
