DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 AM PDT (0900 UTC), the center of Tropical Storm Howard was located near latitude 20.3 North, longitude 132.6 West. Howard is moving toward the west-northwest near 15 mph (24 km/h), and this motion should continue through today. A turn toward the west is expected by Thursday. Maximum sustained winds have decreased to near 45 mph (75 km/h) with higher gusts. Additional weakening is forecast during the next 48 hours, and Howard is expected to become a post-tropical cyclone by Thursday. Tropical-storm-force winds extend outward up to 80 miles (130 km) from the center. The estimated minimum central pressure is 1005 mb (29.68 inches).
