DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 800 AM PDT (1500 UTC), the center of Tropical Storm Howard was located near latitude 16.7 North, longitude 123.6 West. Howard is moving toward the west-northwest near 10 mph (17 km/h), and this general motion with some increase in forward speed is expected during the next couple of days. Maximum sustained winds are estimated to have increased to near 50 mph (85 km/h) with higher gusts. Some additional strengthening is forecast during the next 24 hours, but weakening should commence by Wednesday. Tropical-storm-force winds extend outward up to 60 miles (95 km) from the center.
