Celia is moving toward the northwest near 12 mph (19 km/h) and a northwestward to west-northwestward motion is expected over the next 48 hours. Maximum sustained winds have decreased to near 75 mph (120 km/h) with higher gusts. Continued weakening is forecast during the next 48 hours, and Celia is likely to become a tropical storm on Wednesday. Hurricane-force winds extend outward up to 30 miles (45 km) from the center and tropical-storm-force winds extend outward up to 140 miles (220 km).
