DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 PM PDT (2100 UTC), the center of Tropical Storm Celia was located near latitude 14.3 North, longitude 117.8 West. Celia is moving toward the west near 13 mph (20 km/h), and this motion is expected to continue for the next couple of days. Maximum sustained winds have increased to near 65 mph (100 km/h) with higher gusts. Additional strengthening is forecast during the next 48 hours, and Celia is expected to become a hurricane tonight or Sunday.
