DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 900 AM MDT (1500 UTC), the center of Tropical Storm Celia was located near latitude 12.6 North, longitude 112.8 West. Celia is moving toward the west near 9 mph (15 km/h) and this motion is expected to continue with some increase in forward speed during the next couple of days. Maximum sustained winds have increased to near 45 mph (75 km/h) with higher gusts. Some additional strengthening is forecast during the next 48 hours, and Celia may become a hurricane on Sunday.
