DISCUSSION AND OUTLOOK ---------------------- At 200 AM PDT (0900 UTC), the center of Hurricane Olivia was located near latitude 16.9 North, longitude 117.2 West. Olivia is moving toward the west near 12 mph (19 km/h), and the hurricane is forecast to turn west-northwestward Wednesday with an increase in forward speed. Maximum sustained winds are near 80 mph (130 km/h) with higher gusts. Some strengthening is forecast, and Olivia could become a category 2 hurricane tonight, with gradual weakening commencing early Thursday. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 90 miles (150 km).
