Southeast Gulf of Mexico

.SYNOPSIS...Tropical Storm Harvey is offshore the Texas coast
near 28.1N 94.8W moving E or 090 degrees at 3 kt. Estimated
minimum central pressure is 997 mb. Maximum sustained winds are
40 kt with gusts to 50 kt. The center of Harvey is expected to
be just offshore of the middle and upper coasts of Texas through
tonight, then move inland over the northwestern Gulf coast on
Wednesday. Little change in strength is forecast during the next
48 hours.

3 ft late.

.SYNOPSIS...Potential Tropical Cyclone Ten is located near 33.5N
 78.5W at 29/0900 UTC moving NE or 045 deg at 10 kt. Estimated 
minimum central pressure is 1006 mb. Maximum sustained winds are
 35 kt with gusts to 45 kt. This system is forecast to move
along  the North Carolina coast today before moving out to sea
tonight. As this system continues to move away from the area,
the ridge  will build back across the forecast waters.

.TODAY...SE to S winds 5 to 10 kt S of 27N, and S to SW 15 to
20 kt N of 27N. Seas 2 ft or less S of 27N, and 3 to 6 ft N of
27N.
