DISCUSSION AND 48-HOUR OUTLOOK

At 200 AM PDT (0900 UTC), the center of Tropical Storm Frank was
located near latitude 23.6 North, longitude 123.7 West.  Frank is
moving toward the west-northwest near 9 mph (15 km/h), and a gradual
turn toward the west and west-southwest is expected over the next 48
hours.

Maximum sustained winds have decreased to near 40 mph (65 km/h) with
higher gusts.  Further weakening is forecast during the next 48
hours, and Frank is likely to become a remnant low later today.

Tropical-storm-force winds extend outward up to 45 miles (75 km)
from the center.

The estimated minimum central pressure is 1005 mb (29.68 inches).
