Twenty-One-E was located near latitude 13.2 North, longitude 106.1
West. The depression is moving toward the north near 2 mph (4 km/h),
but a turn toward the west-northwest with an increase in forward
speed is expected to begin on Thursday.
Maximum sustained winds remain near 35 mph (55 km/h) with higher
gusts. The depression has the opportunity to become a tropical
storm on Thursday
The estimated minimum central pressure is 1004 mb (29.65 inches).
