THIS IS A SPECIAL ADVISORY TO DOWNGRADE CELIA TO A TROPICAL STORM.
SATELLITE IMAGERY SHOWS THAT CELIA IS RAPIDLY LOSING ITS DEEP
CONVECTION...AND CELIA IS NOW ESTIMATED TO BE A TROPICAL STORM WITH
WINDS OF 50 KT.  THE INTENSITY FORECAST IS ADJUSTED TO REFLECT THE
WEAKENING TREND.  THE TRACK FORECAST PRIOR TO DISSIPATION IS
UNCHANGED.
