FELICIA CONSISTS OF A WEAK CIRCULATION WITH A FEW PATCHES OF
INTERMITTENT CONVECTION SMINLY TO THE EAST OF THE CENTER. 
UPPER-LEVEL WINDS ARE UNFAVORABLE FOR INTENSIFICATION AND THE
DEPRESSION IS MOVING OVER COOLER WATERS. WEAKENING IS ANTICIPATED
AND THE DEPRESSION IS EXPECTED TO BE A REMNANT LOW WITHIN THE NEXT
12 HOURS OR SO...AS IT MOVES TOWARD THE WEST OR WEST-NORTHWEST AT
11 KNOTS.
